Previous issue date: 2014 / This ethnographic research was conducted at a non-governmental organization of civil society, NEP – Núcleo de Estudos da Prostituição, which operates in the scope of the social movement of prostitutes in Porto Alegre and is part of the Rede Brasileira de Prostitutas. The interest of this research is to analyze how these women, who are part of prostitutes’ organizations, assume the identity of the social movement and how the relationship between these organizations and public policies is for this category. We address the discussion of prostitution in a broader way, within current policy issues. My goal was to analyze the relations of the organized social movement of prostitutes concerning public policies for preventing and coping with AIDS in Brazil, since ethnographic data show that the partnership between the Rede Brasileira de Prostitutas and the Ministry of Health is historical. I demonstrate that the health sector is now virtually the only form of sustainability of prostitutes’ organizations and is also the sector which at least seems willing to dialogue with this organized social movement that, despite the conflict of interests in this relationship, women who are part of this social movement build strategies to promote their demands and negotiate policy actions from this space. / Esta pesquisa de caráter etnográfico foi realizada junto a uma organização da sociedade civil, não governamental, o NEP – Núcleo de Estudos da Prostituição, que atua no âmbito do movimento social de prostitutas, em Porto Alegre e faz parte da Rede Brasileira de Prostitutas. O interesse desta investigação é analisar como essas mulheres que fazem parte de organizações de prostitutas assumem a identidade do movimento social e como se dá a relação dessas organizações com as políticas públicas para esta categoria. Trata-se aqui de situar a discussão sobre a prostituição em questões mais amplas, atuais e políticas. Meu objetivo foi analisar as relações do movimento social organizado de prostitutas com as políticas públicas de prevenção e enfrentamento à AIDS no Brasil, visto que dados etnográficos demonstram que a parceria entre a Rede Brasileira de Prostitutas e o Ministério da Saúde é histórica. Demonstro que o setor saúde é hoje praticamente a única forma de sustentabilidade das organizações de prostitutas e, também o setor do Estado, que pelo menos, mostra-se disposto a dialogar com esse movimento social organizado, apesar do embate de interesses nesta relação, as mulheres que fazem parte desse movimento social constroem estratégias de promoção de suas demandas e agenciam ações políticas a partir desse espaço.
