Este trabalho pretende analisar o conceito de clientelismo e comparativamente associar as práticas clientelistas do período da Primeira República com o período do chaguismo tendo como pano de fundo o campo político da Zona Oeste do Rio de Janeiro, mais especificamente, o bairro de Campo Grande e o sub- bairro do Mendanha. Será explicitado a concorrência das forças políticas internas e sua organização, o que implicará nas mais diversas estratégias para a sobrevivência dos grupos que atuaram nesta região. O Grupo Triângulo e a máquina chaguista, em diferentes épocas, usaram das técnicas clientelistas para cativar grande número de eleitores e fazer valer o funcionamento dos princípios da reciprocidade e lealdade que alicerçaram o jogo político em suas diferentes épocas. O chaguismo contará ainda com a mídia escrita, elemento de fundamental importância para fazer sua propaganda, voltando a atenção da população para os feitos dos líderes nas suas localidades, transformando-os em futuros agentes políticos que irão perpetuar o funcionamento da máquina. Como o Grupo Triângulo da República Velha o chaguismo criará o grupo do ODIA, do qual será analisada a figura do antigo vereador e deputado estadual Arthur Miécimo da Silva e suas bicas dágua, que irão impulsionar sua política e que viriam a se tornar parte do folclore da zona oeste, marcando o imaginário coletivo da região, que o transformou no principal provedor de equipamentos urbanos : água , luz e transportes, que trarão o progresso para a região. Para adensar a discussão em torno do tema, foi utilizada uma extensa bibliografia a respeito das instituições, das benesses e dos equipamentos utilizados como moeda de troca pelos políticos locais, além de coleta de dados através de entrevistas semi-estruturadas com os moradores da região e com o filho do ilustre político local Arthur Miécimo da Silva Filho / This work intends to analyze the clientelismo concept and comparatively associate the clientelistas practices of the Primeira República period with the chaguismo period having as second plan the political scene of the west zone of Rio de Janeiro, more specifically, the quarter of Campo Grande and sub-quarter of Mendanha. The competition of the internal political forces and its organization will be shown, that will imply in many diverse strategies for the survival of the groups that had acted in this region. The Grupo Triângulo and the máquina chaguista, at different times, had used the clientelistas techniques to catch great number of voters and to impose the functioning of the reciprocity and loyalty principles that support the political game at its different times. The chaguismo will still count on the written media, element of basic importance to make its propaganda, coming back the attention of the population toward the accomplishments of their leaders in its localities, transforming them into future political agents who will perpetuate the functioning of the machine. As the Grupo Triângulo of the Velha República the chaguismo will create the group of the ODIA, of which the figure of the old councilman and state deputy Miécimo da Silva and its pipes of water will be analyzed, That pipes will stimulate his politic and would become part of the west zone folklore, marking the collective imaginary of the region, that transformed him into the main urban equipment supplier: water, light and transports, that will bring the progress for the region. To make the quarrel around the subject denser, an extensive bibliography regarding the institutions, gifts and the equipments used as currency of exchange by the local politicians was used, beyond the collection of data through half-structuralized interviews with the inhabitants of the region and with the son of the illustrious local politician Arthur Miécimo da Silva
