Ce mémoire porte sur la gestion internationale de la reconstruction de l’État bosnien à la suite de la guerre de 1992 à 1995. Plus particulièrement, l’auteure y examine le rôle de la communauté internationale dans la reconstruction des institutions gouvernementales bosniennes en se penchant sur le rôle qu’y joue une organisation internationale spécifique, le Bureau du Haut représentant, de décembre 1995 à juin 2002. Tout en décrivant et en analysant la création et l’évolution de cette organisation, l’étendue de ses pouvoirs et la nature de son implication dans la mise sur pied et le fonctionnement des institutions gouvernementales bosniennes, l’auteure démontre que le Bureau du Haut représentant est devenu, en juin 2002, une organisation internationale sans laquelle les institutions gouvernementales bosniennes fonctionneraient difficilement. / This master’s thesis focuses on Bosnia and Herzegovina and the international management of the state reconstruction effort following the 1992-1995 war. The author examines the international community’s role in the reconstruction of Bosnian governmental institutions, specifically the Office of the High Representative and its role from December 1995 to June 2002. While offering a description and analysis of the organization’s creation and evolution, (its powers and involvement in establishing functioning governmental institutions for the Bosnian State), the author demonstrates that in June 2002, the Office of the High Representative has evolved into an essential international organization without which Bosnian governmental institutions would hardly function. This research falls within the field of History of International Relations. Micro-History and Immediate History have inspired the methodological choices and historical approach developed here.
