This analysis is to probe into the large population move-in andmove-out derived from Taiwan¡¦ Public Officials Election and RecallLaw.
Under protection of Constitution, Public Officials
Election and Recall Law and Household Registration Act, the household registration registered in Household Registration Office and ¡§Ghost Voters¡¨ may
cause electoral results deviate from justness. And election disputes occurred in this democratic society.
Beside the public officials carried an election legally in political parties, the Household Registration Act has been made many needed reforms. However, the household registration registered in Household
Registration Office and ¡§Ghost Voters¡¨ have caused a great deal of dispute concerning electoral justness.
The major factors, regulation of The Household Registration Act, investigation of ¡§Ghost Voters¡¨ and voter¡¦s qualification that led to interfere with election justice and cause a big issue in Taiwan¡¦s public
officials election need further discussion.
This survey represents an analysis from the Villages Head and public officials of the Household
Registration Office in 11st District, Kaohsiung City. And the study is for a strategy to avoid electoral
deviation from equity and justice comes from household registration registered in Household Registration Office and ¡§Ghost Voters¡¨ in Kaohsiung.
