El propósito del presente estudio de investigación nace por la necesidad de gestionar de manera eficiente el plazo en la ejecución de obras por parte de pequeñas empresas del rubro, mediante la aplicación de un sistema de protección eficiente y efectivo como el Sistema del Último Planificador, herramienta que forma parte de la filosofía “Construcción sin perdidas” o “Lean Construction que surgió en la década de 1990 y provenía de la adaptación de “Lean Production” y de los fundamentos para la dirección de proyectos.
La aplicación del Sistema del Ultimo Planificador, se realizó en una obra de pavimentación ejecutada por una pequeña empresa con organigrama organizacional y de recursos, básica. Para ello se hizo primero una revisión de las bases teóricas de los conceptos como planificación maestra, planificación intermedia y planificación semanal y de los métodos, técnicas, herramientas y metodologías que se utilizan en el desarrollo de un proyecto de construcción y de la herramienta principal en la que centra este trabajo de investigación.
La dinámica del estudio de investigación se basó en la determinación de indicadores de la herramienta del Ultimo Planificador y su medición durante las 6 semanas de estudio, de las cuales 2 se tomaron como medición de los indicadores sin la aplicación de la herramienta del Sistema del Ultimo Planificador para la creación de línea base de medición y de 4 semanas de medición de los indicadores con la aplicación de la herramienta del Sistema del Ultimo Planificador. En el proceso de aplicación se siguió los pasos establecidos por la herramienta de acuerdo a esta teoría.
Durante el tiempo de estudio de la investigación se observaron las dificultades y las fortalezas de la empresa durante la aplicación de la herramienta del Ultimo Planificador y se realizó algunas recomendaciones para su aplicación e eliminación de las causas de no cumplimiento y así crear un círculo virtuoso de mejora continua.
Producto de la aplicación se observaron mejoras en el cumplimiento de las tareas programadas y por ende de los plazos contractuales en un porcentaje razonable, esta mejora reforzó nuestra hipótesis y que esta se refleja en el ahorro de un monto económico que ayudaría a la empresa a mejorar sus utilidades, reducir el riesgo de incurrir en mayores gastos generales y tener mayores costos de oportunidad.
También debemos indicar que a pesar de las dificultades producto de la implementación de un Sistema del Último Planificador como la resistencia al cambio, esta debería ser utilizada e implementada en las pequeñas y medianas empresas como algo cotidiano, pues los beneficios en costos son mayores a los gastos incurridos en su implementación.
Finalmente el material y el proceso de implementación reflejado en el presente trabajo de investigación pueden servir como punto de partida para la aplicación de la herramienta de Sistema del Último Planificador en otros proyectos de construcción y otras empresas similares del rubro. / The purpose of this research study was born from the need to efficiently manage the term in the execution of works by small companies in the sector, through the application of an efficient and effective protection system such as the Last Planner System, a tool which is part of the philosophy "Construction without losses" or "Lean Construction" that emerged in the 1990s and came from the adaptation of "Lean Production" and the Project Management Body of Knowledge.
The application of the Last Planner System was carried out in a paving work executed by a small company with an organizational and resource organization chart, basic. To this end, a review was first made of the theoretical bases of the concepts of methods, techniques, tools and methodologies used in the development of a construction project and of the main tool on which this research work is centered.
The dynamics of the research study was based on the determination of indicators of the tool of the Last Planner and its measurement during the 6 weeks of study, of which 2 were taken as measurement of the indicators without the application of the Ultimate System tool Planner for the creation of baseline measurement and 4 weeks of measurement of the indicators with the application of the tool of the Ultimate Planner System.
In the application process, the steps established by the tool were followed according to this theory. During the time of study of the research the difficulties and strengths of the company were observed during the application of the tool of the Last Planner and some recommendations were made for its application and elimination of the causes of non-compliance and thus create a virtuous circle of continuous improvement.
Product of the application improvements were observed in the fulfillment of the programmed tasks and therefore of the contractual terms in a reasonable percentage, this improvement reinforced our hypothesis and that this is reflected in the saving of an economic amount that would help the company to improve its profits, reduce the risk of incurring higher overhead costs and have higher opportunity costs.
We must also indicate that despite the difficulties resulting from the implementation of a Last Planner System such as resistance to change, this should be used and implemented in small and medium-sized companies as an everyday matter, since the cost benefits are greater than expenses incurred in its implementation.
Finally, the material and the implementation process reflected in this research work can serve as a starting point for the application of the Last Planner System tool in other construction projects and other similar companies in the field. / Tesis
