El presente trabajo comprende el análisis de las mejoras que se pueden realizar en la fase de las actuaciones preparatorias de las contrataciones del estado en el Perú.
Inicialmente, podemos indicar que la fase que es materia de estudio, es la primera fase de las contrataciones del estado; en la cual los plazos no son establecidos dentro de la normativa, por ello es que se tiene deficiencias en cuanto al desarrollo en los procedimientos de selección. Una de las deficiencias encontradas es en los requerimientos técnicos mínimos, ya sea en los términos de referencia como en las especificaciones técnicas, los cuales no tienen bien definido lo que se desea contratar. Otra deficiencia es que las áreas solicitantes no están capacitadas para poder definir correctamente sus requerimientos. Finalmente, otra falencia que se encuentra es en la etapa de estudio de mercado, debido a que los proveedores demoran en enviar sus ofertas económicas y no se considera el uso de otro método para el cálculo del valor según lo indicado en la normativa de contrataciones.
Por lo anteriormente mencionado, podemos señalar que de acuerdo a la hipótesis general, las mejoras de las actuaciones preparatorias inciden significativamente en las contrataciones de bienes y servicios nacionales e internacionales en el Estado, por lo que se desprende las siguientes hipótesis específicas: El Marco Normativo de las actuaciones preparatorias incide significativamente en las contrataciones de bienes y servicios nacionales e internacionales en el Estado y El Marco Normativo de las actuaciones preparatorias incide significativamente en las contrataciones de Bienes y Servicios en el Estado.
En base a ello se realizó encuestas a los trabajadores del área de logística y con los datos obtenidos se procesaron en el software Spss, para obtener resultados que se contrastarán con la prueba de chi-cuadrado.
Finalmente, se concluye que existe una gran brecha de tiempo entre las diversas fases de las actuaciones preparatorias, que vuelve deficiente el proceso de contratación.
The present work includes the analysis of the improvements that can be made in the phase of the preparatory actions of the hiring of the state in Peru.
Initially, we can indicate that the phase that is the subject of study, is the first phase of the contracting of the state; in which the deadlines are not established within the regulations, that is why there are deficiencies in the development of the selection procedures. One of the deficiencies found is in the minimum technical requirements, either in the terms of reference or in the technical specifications, which do not have a clearly defined contract. Another deficiency is that the applicant areas are not trained to be able to correctly define their requirements. Finally, another flaw that is found is in the market study stage, because the suppliers delay in sending their economic offers and the use of another method is not considered for the calculation of the value as indicated in the contracting regulations.
Due to the aforementioned, we can point out that according to the general hypothesis, the improvements in the preparatory actions have a significant impact on the procurement of national and international goods and services in the State, which leads to the following specific hypotheses: The Regulatory Framework of preparatory actions significantly affects the procurement of national and international goods and services in the State and the regulatory framework of preparatory actions significantly affects the procurement of goods and services in the State.
Based on this, surveys were carried out to the workers of the logistics area and with the data obtained they were processed in the software Spss, to obtain results that will be contrasted with the chi-square test.
Finally, it is concluded that there is a large time gap between the various phases of the preparatory actions, which makes the hiring process deficient.
