En el mundo de hoy, el progreso económico de los países y la mejora de la calidad de
vida de su población dependen de cómo ellos se inserten en la economía mundial, con el fin
de aprovechar las ventajas que ofrecen el comercio, la tecnología y los nuevos mercados. Es
así que el Perú debe iniciar los esfuerzos necesarios para ser partícipe de la situación global,
siendo un referente en la región y un actor protagónico en el escenario económico mundial.
Es necesario que cada región que lo compone pueda estar preparada para afrontar los
devenires de un mundo cada vez más cambiante y competitivo, de forma que finalmente el
país actúe como una fuerte unidad económica y logre cumplir los objetivos que como nación
se haya planteado, siempre en beneficio de sus ciudadanos.
Por ello, el presente planeamiento estratégico busca responder a este requerimiento,
en principio orientado a la región Tacna, pero que también permita sentar las bases de un
planeamiento integrado nacional efectivo. Con ese fin se ha realizado un profundo análisis
interno y externo de las fortalezas y debilidades, oportunidades y amenazas de la región
Tacna, investigando las condiciones del Perú y los países aledaños. De igual forma, se han
utilizado herramientas y pautas desarrolladas en el libro El proceso estratégico: un enfoque
de Gerencia (3a ed. rev.), escrito por D’Alessio (2015), las cuales permitirán entender y
enfocar los esfuerzos necesarios para el logro de este plan estratégico.
Se sustenta que para el año 2027, la región Tacna será líder en los pilares
competitivos de salud y educación en el país, apoyada por el desarrollo sostenible en sectores
productivos y turísticos, generando empleo y mejorando la calidad de vida de los tacneños.
Luego del presente análisis, hemos detectado que Tacna cuenta con los recursos necesarios
para lograr llegar al escenario planteado y solo quedaría pendiente ejecutar el siguiente plan
estratégico con una actitud proactiva y consciente, que permita alcanzar mejoras para esta
región y, por ende, para todo el Perú. / In today’s world, the economic progress of countries and the improvement of the
quality of life of their population depend on how they are inserted into the world economy, in
order to take advantage of the advantages offered by trade, technology and New markets.
Thus, Peru must initiate the necessary efforts to be a participant in the global situation, being
a reference in the region and a leading actor in the world economic scenario and it is
necessary that each region that composes it be prepared to face the becomings of a world
increasingly changing and competitive, so that finally the country acts as a strong economic
unit and manages to meet the objectives that as a nation have been raised, always for the
benefit of its citizens.
Therefore, this Strategic Planning seeks to respond to this requirement, initially
oriented to the Tacna region, but also to lay the foundations of an effective national integrated
planning. For this, a deep internal and external analysis of the strengths and weaknesses,
opportunities and threats of the Tacna region has been carried out, investigating the
conditions of Peru and the surrounding countries. Similarly, tools and guidelines developed in
the book El proceso estratégico: un enfoque de Gerencia (3a ed. rev.), written by D’Alessio
(2015), have been used to understand and focus the efforts necessary to achieve this strategic
plan.
It is argued that by 2027, the Tacna region will be a leader in the competitive pillars
of health and education in the country, supported by sustainable development in productive
and tourism sectors, generating employment and improving the quality of life of the tacneños.
After the present analysis, we have detected that Tacna has the necessary resources to reach
the proposed scenario and it would only be pending to execute the following strategic plan
with a proactive and consenting attitude, which allows achieving improvements for this
region and, therefore, for all Peru. / Tesis
