Los estudios realizados hasta el momento sobre la facilidad de hacer empresa están
concentrados en las principales ciudades comerciales que son, a modo de referencia, las que
han concentrado la inversión, por lo que se puede sobreentender que reúnen las mejores
condiciones para su implementación y desarrollo.
Sin embargo, existen estudios hechos en otras ciudades de un mismo país como los
estudios subnacionales del Doing Business, metodología empleada por el Banco Mundial,
realizados estos últimos años en países como España, Colombia y México, los que ofrecen a
sus economías el potencial de brindarles información para mejorar los procesos y aplicar las
reformas necesarias sobre las mejores prácticas encontradas. De este modo y de manera
global, la economía progresa en un país contando con las facilidades que se establecen para
hacer empresa.
El presente estudio se desarrolla bajo la metodología del Doing Business, aplicada a la
ciudad de Huancavelica mediante una investigación no experimental, descriptiva y
cuantitativa en la que se recopila información de normativa peruana denominada información
de gabinete e información de entrevistas, cuya herramienta principal fueron cuestionarios
dirigidos a autoridades y empresarios de Huancavelica con el objetivo de establecer las
diferencias en procedimientos, costos y tiempo de los procesos de hacer empresa para,
finalmente, aportar con las conclusiones, recomendaciones y resultado final que se resume en
la necesidad de atender la infraestructura y la calidad de gestión en Huancavelica con el fin de
mejorar el ambiente para la facilidad de hacer negocios. / The studies that have been carried out so far about how easy to make a company is,
are focused in the main commercial cities that, as a reference, are those that have focused in
the investment, this is why it can be understood that they meet the best conditions for its
implementation and development.
However, there are some studies that have been done in other cities in the same
country, such as the Doing Business subnational studies, methodology used by the World
Bank, carried out these last years in countries like Spain, Colombia and Mexico, which offer
to their economies the potential to provide some information to improve the processes and
implement the necessary reforms about the best practices that are found. This way and in a
global way, the economy progresses in a country with the facilities that are established to
make a company.
The current study is developed under the methodology of the Doing Business, applied
to the city of Huancavelica through a non-experimental, descriptive and quantitative
investigation in which the information is collected from Peruvian regulations called
information of cabinet and information of interview, whose main tool were the questionnaires
meant to authorities and entrepreneurs of Huancavelica with the objective of establishing
differences in the procedures, costs and time of processes of doing business to contribute
finally with the conclusions, recommendations and the final result that is summarized in the
need to serve the infrastructure and the quality of management in Huancavelica in order to
improve the environment for the ease of doing business. / Tesis
