xiv, 167 h. : il. ; 30 cm. / La presente tesis es la propuesta de planeamiento estratégico agregado de la provincia
de Tahuamanu, en la región Madre de Dios, que se ha propuesto para un horizonte de 10
años, basado en las potencialidades que presenta y las condiciones del entorno a nivel
nacional e internacional. Tahuamanu, se encuentra en la región Madre de Dios, y está
conformada por los distritos de Iberia, Iñapari y Tahuamanu, limitando con las fronteras de
los países de Bolivia y Brasil lo que la posiciona como un punto de interconexión estratégico
de la región sureste del territorio peruano; asimismo, sus principales actividades económicas
son la agroforestería, silvicultura y ecoturismo.
Bajo estas condiciones actuales es que se ha propuesto la visión, misión, valores y
código de ética en que se ha de fundamentar el planeamiento estratégico. Para ello, se realizó
un análisis de los factores externos, a nivel nacional e internacional; asimismo, un análisis de
los factores internos que determinaron las fortalezas, oportunidades, debilidades y amenazas,
bajo los cuales se definen las estrategias a cumplir con los objetivos de largo plazo. La
selección de estrategias se realizó basado en la implementación secuencial de un conjunto de
matrices que han permitido filtrar aquellas que por sus características, condiciones actuales y
potenciales, deben priorizarse para alcanzar el desarrollo de la provincia en favor de la
mejora de vida de sus habitantes.
Los objetivos de corto plazo se han orientado a establecer de forma progresiva las
metas e indicadores que permitan alcanzar la visión de Tahuamanu. Estos indicadores se han
cuantificado de modo que permitan medir la situación actual descrita, para lo cual se
establece una propuesta de organización, que involucre a los grupos de interés a través de sus
representantes. Finalmente, mediante el análisis de un tablero de control, se sustenta la
viabilidad financiera, ambiental y social de las acciones propuestas, las mismas que
permitirían obtener ventajas competitivas frente a otros actores / This document presents the proposed strategic planning of the province of Tahuamanu
in the Madre de Dios region, which has been proposed for a 10 year horizon, based on the
possibilities presented and the conditions of a national and international level. Tahuamanu, is
made up of the districts of Iberia, Iñapari and Tahuamanu, bordering the countries of Bolivia
and Brazil, the province have a position strategic that connect the region Southeast of the
Peruvian Territory. One level of the region receives the lowest budget from the State, which
is complemented by its main economic activities, such as agroforestry, forestry and
ecotourism.
Based on these current conditions, the vision, the mission, the values and the code of
ethics has been fundamental to strategic planning, for which an analysis of the external
factors, a national and international level, is carried out. In the province, had been determined
the strengths, opportunities, weaknesses and threats, under which the strategies that meet the
long-term objectives are proposed and endorsed. The selection of strategies was based on the
sequential implementation of a set of matrices, which have been able to filter the
characteristics that, due to their characteristics, the current and potential conditions, are
prioritized to reach the quality's life of habitants of Tahuamanu.
The short-term objectives have been aimed at progressively establishing the goals and
indicators that allow the vision of the province to be reached through various strategies,
specifying the necessary resources to achieve them. These indicators have been quantified in
such a way that they can progressively measure the current situation described, for which a
proposal of organization is established, through a provincial consultation table that involves
the interest groups. Finally, the financial, environmental and social viability of the proposed
actions is supported by the analysis of a control panel, based on the competitive advantages
offered by the province vis-à-vis other actors, which would improve the welfare of province / Tesis
