La presente investigación, es una investigación cualitativa sobre las facilidades para
hacer negocios en la provincia de La Convención en el departamento del Cusco. La obtención
de información y el procesamiento de datos, siguen los lineamientos de la metodología Doing
Business del Banco Mundial a nivel sub nacional, la misma que ha sido adaptada a la realidad
peruana en cinco indicadores: La Apertura de una Empresa, el Permiso de Construcción, la
Obtención de Electricidad, el Registro de Propiedad y el Cumplimiento de Contratos.
La obtención de información, toma como fuentes las normas y leyes aplicables al
entorno de la pequeña y mediana empresa de la provincia, así como la opinión de expertos
mediante entrevistas estructuradas, todo con el propósito de determinar el costos y el tiempos
que toma completar los trámites establecidos para cada indicador.
El análisis de la información recabada, se basa en un comparativo, de los tiempos y
los costos que toma cada trámite entre la regulación establecida y lo que sucede en la
realidad. Así mismo, mediante herramientas de la metodología, se determina un valor según
el número de trámites, el costo y el tiempo por cada indicador, haciendo posible la
comparación del desempeño del entorno de negocios en la provincia con otras realidades.
Los resultados, sugieren que los costos y los tiempos para realizar los trámites
establecidos para cada indicador, tienden a ser mayores en la realidad en comparación con lo
que establece la regulación aplicable a la provincia. Así mismo, los resultados evidencian un
bajo desempeño del ambiente de negocios en tres de los cinco indicadores, destacando
positivamente solo el proceso de Obtención de Electricidad. En comparación con otras
realidades, en términos generales la provincia de La Convención tiene un mejor desempeño
frente a la ciudad de Lima, pero aún está distante del desempeño eficiente que muestran la
mayoría de ciudades colombianas y españolas, con las cuales se han comparado en esta
investigación / This investigation is a qualitative investigation about on the facilities for doing
business in the province of La Convención in the department of Cusco. Information gathering
and data processing follow the guidelines of the World Bank's Doing Business methodology
at the sub national level, which has been adapted to the Peruvian reality in five indicators:
The Opening of a Company, the Construction Permit, The Obtainment of Electricity, the
Property Registry and the Compliance of Contracts.
The collection of information takes as its source the norms and laws applicable to the
environment of the small and medium enterprises of the province, as well as the opinion of
experts through structured interviews, all with the purpose of determining the costs and the
time taken to complete the Procedures established for each indicator.
The analysis of the information collected is based on a comparison of the times and
costs that each process takes between established regulation and what happens in reality.
Likewise, using tools of the methodology, a value is determined according to the number of
procedures, cost and time for each indicator, making it possible to compare the performance
of the business environment in the province with other realities.
The results suggest that the costs and times to carry out the formalities established for
each indicator tend to be higher in reality compared to that established by the regulations
applicable to the province. Likewise, the results show a low performance of the business
environment in three of the five indicators, highlighting only the process of Obtaining
Electricity. In general terms, the province of La Convención has a better performance
compared to the city of Lima, but it is still far from the efficient performance shown by most
Colombian and Spanish cities, with which they have been compared in this investigation / Tesis
