apply to China because of their totally different
circumstances. The purpose of this thesis is not to argue if
the case of German unification can be applicable to China but
to explore the unification policies of two Germanys and to
provide some advices for the decision-maker of the unification
policies of the ROC and the PRC. Besides the conclusion, there
are five chapters in this thesis: 1. Introduction 2. The
experience of German unification 3. The relations across the
Taiwan Strait 4. The two Chinas' unification policies 5. The
lesson of German unification According to the experience of
German unification, there are three important points as
follows: 1. The solution of the unification issue needs to
consider the international circumstances and to discard the
myth of the independence of Taiwan or the myth of the immediate
unification of the mainland and Taiwan. 2. The principle of
parallelism and mutual non-subordination is the key points for
the peaceful unification. 3. The governments of the two Chinas
should make distinction between the unification of China and
the recognition of each other. The unification policies of the
ROC and the PRC should be based upon pragmatism.
