blackout of Nan-Kung power station and a phase-to-ground fault
at Tang-Rong Ironworks in Kaohsiung, and also to find some
practical methods for solving this problem. Through
investigating and measurements at several places related to the
accident, it has been suggested that the electromagnetic
coupling from power line fault currents to PE pilot wires
nearby be most likely the link. Such acoupling causes
insulation breakdown in pilot wires relay facilities, and led
to the false responses of pilot wires relay which then has
resulted in the blackout. In order to evaluate the effects of
the electromagnetic coupling,the electromagnetic transients
programs (EMTP) has been used to analyze the voltage on the
pilot wires induced from the adjacent overhead power
transmission lines. From those studies, it has been found that
the electromagnetic coupling can indeed cause the fault
responses. Especially, the pilot wires relay facilities used
had no device for preventing the electromagnetic induced
voltage during faults. Therefore, to fully understand the
electromagnetic shielding properties of pilot wires cable,
several experiments have been performed at Power Research
Institute, Taipower. Also EMTP and some other programs
developed have been applied to analyze the electromagnetic
shielding effectiveness of PE and Steel Armored pilot wires.
Based on those investigations, experiments and simulations,
several suggestions have been provided so that the
electromagnetic coupling from power line fault currents to
pilot wires nearby can be reduced, and the reliability of power
delivery can be improved.
