in multiple periods because the huge amount of financial budget
can not be allocated in one single fiscal year. Therefore,
transportation planners should evaluate the multi-period
projects as a whole in order to maximize the system benefit.
However, planners have difficult in judging these qualitative
criteria good or bad of each alternative, which results in the
fuzziness with the ranked projects among their orders,
especially true for applying the traditional MCDM method with
their mean values. This motivate this study to consider the
fuzzy characteristics of each expert''s opinion and the multi-
stage scheduled projects in project evaluation. We develop the
- cut and shortest path method to explore these special
features in alternative evaluation. Also, we construct
hypothesis test to reveal the fuzziness and significant
difference among these ordered alternatives and also apply this
method to Tam-Hai new town plan evaluation. Finally, we get
some conclusions as below: 1.To evaluate alternative with the
-cut and fuzzy simple added weight method, we could reflect the
evaluators variation and uncertainty. 2.We can distinguish the
difference among alternatives under the hypothesis test by
center of area method, associated with the fuzzy similarity
properties. 3.The best combination of alternatives for roadway
system in Tam-Hai new town plan is to select the express way
along Tamshui river in the first stage, and to construct MCT in
the second. Meanwhile, the MCT alternatives is superior to all
the other projects verified by hypothesis test with center of
area method.
