碩士 / 淡江大學 / 國際事務與戰略研究所 / 83 / The purposes of the thesis are:
1.To assess the post cold-war international strategic situations around Taiwan Strait and policies & strategies of those countries related with, and then propose an optimum grand strategic concept for Taiwan in the foreseeable future, anti-blockade against PRC in particular.
2.To gain conclusions about those problem areas derived from the PRC''s blockade against Taiwan.
This thesis is composed of the following six chapters:
  Chapter 1:Introduction.
Chapter 2:The Post Cold-war International Strategic Situations Around Taiwan Strait.
Chapter 3:The Resource''s war and Blockade.
  Chapter 4:PRC''s Blockade against Taiwan.
Chapter 5:The Possible Effects of PRC''s Blockade against Taiwan.
  Chapter 6:Conclusions.
In this thesis we arrive at four solid conclusions listed as follows:
1.ROC''s short-term grand strategic goal is to stabilize its relationshop with PRC by all efforts in order to minimize PRC''s military threat against Taiwan. However, its long-term goal is to assist PRC indirectly to abandon its totalitarian political system and to pursue a kind of China unification based on democracy and economic equality.
2.To encourage, assist indirectly and positively in establishing the Asia-Pacific Security System and join it if could, then, we can promote the Taiwan crisis once happened into a regional problem.
3.As far as PRC''s blockade against Taiwan is concerned, costs and benefits analysis proves to be favorable to PRC, hence the possibility of its choice is the highest. PRC''s blockade against Taiwan meets the requirements of gradual crisis escalation so that PRC would not take risk by paying too-high costs both in military and diplomatic plays.
4.Definitely ROC can not deal with PRC alone too long. Therefore, in addition to the well-prepared anti-blockade readiness, ROC must try its best to maneuver strategically against PRC and obtain finally the international intervention into the play, particularly USA and Japan. And, at the same time, PRC must be convinced that all those negative impacts and consequences produced from blockade against Taiwan to its domestic politics, economic reformation, foreign trade, etc.. are inevitable and disastrous.
