plans more than spatial development plans that resulted many
issues for urban development. Now, the government of Taiwan
responses for international trade trend implementing important
economy plans whose location focus on the area around port or
airport. Therefore, the peripheral port area will encounter
interaction problem between economy and spatial development.
Currently, only some research is for airport city planning but
none for port city. Therefore, it is worth for urban planners
putting efforts on spatial development planning of port city.The
development of Special district of Taichung harbor is slower
than other ports in Taiwan that an important reason is lacking
of interaction between port development and urban development.
Moreover, large hinterland of Special district of Taichung
harbor attracts many economic plans (ex. HUB Port, Trade Special
Zone) will be constructed here, so it will again face a great
development opportunity. In terms of comparing with other port
cities in Taiwan, Special district of Taichung harbor is
emergency need a completed spatial development strategy.This
study has reviewed the process of port city development,
analyzed past studies of port city and adopted strategic
planning theory. The main findings are concluded as followings:
The development characteristics of port city－including spatial
structure and typical development pattern of port city.The
strategic development framework of port city －that is the
results of port city development characteristics and adopts
strategic planning method.In the end of this study, according to
Port City Strategic Development Framework, this paper concluded
the sketch development strategic system for Special district of
Taichung harbor.
