碩士 / 國立中興大學 / 資源管理研究所 / 85 / This study employees the theory of optimal control to establish a holisticfishery exploitation model. The model includes the conecpt of dynamic environmenatal carrying capacity which represents the system offmarine and offshore in Taiwan. But Taiwan's ecology system of marine has already been perturbed heavily by human's action and the increasing demand of recreational fishery in Taiwan.
In the model, this study has derives the optimal dynamic conditions for allocating the commercial and recreational fishery. The optimal conditionsindicates that the marginal social willing to pay the last unit input for a fishery industry must equal to the sum of the marginalcost of fishery exploitation, the marginal social value of fishery stock, and the marginal social value of environmental carrying capacity. Any the strategy of allocating fishery resource will not only affect the current summation of marginal social cost, but also impact the time path of summation of marginal social cost through the changes of environmental quality and fishery stock. In addition, the over-fishing of one fishery industry will cause the loss of social welfare and destroy the ecosystem, therefore, the model must include the impact of a fishery exploitation behavior on ecosystem.
