A Preliminary Study on the Establishment of Marine Protected Areas Regime in Taiwan / 建立我國海洋保護區體系之初步研究

碩士 / 國立中山大學 / 海洋環境工程研究所 / 85 / The planning and management of marine protected area (MPA) have recently become a newly developed affair in the world. The primary objectives of establishing MPAs are to protect marine environment and biodiversity. Today, in order to protect marine environment as well as biodiversity, many international organizations and coastal States take the establishment of MPAs as a major means and pursue the establishment of nationally or internationally representative MPA regime as their goals.
This thesis explores the concepts of MPA, including its function, types, principles of designation from a nature dimension, and its policy, legal, and management issues from a social science dimension, and examines the implementation cases in Mainland China and Australia. This study found that we can use currently available information and expert experience to select the potential sites of MPA. On the other hand, setting up MPA must consider the social aspect. This thesis also found that we need a good policy as a guiding principle. In addition, appropriate planning and management tools are essential to establish MPA system.
Moreover, this thesis discussed the situation of MPAs in Taiwan and found it has had a diverse range of MPAs already. However, the policy, legal institutions, administration, management, and environmental education of natural conservation should be improved by an integrated manner. Finally, this study suggested that Taiwan government should form a steady policy to set up MPA system with systematic approach, identify unique marine biogeographic areas, and use Delphi method and Analytical Hierarchy Process (AHP) while selecting marine protected areas. In sum, establishing a national representative system of MPAs for Taiwan deserves priority.
