A Study of US Policy toward ROC''s and PRC''s Participation in the GATT/WTO / 美國對台海兩岸加入GATT╱WTO政策之研究

ROC''s and thePRC''s participation in the GATT/WTO in a broad
way.The main theme of the studygoes to explain that during the
Cold War the US government supported the PRCentering the GATT
as soon as possible under the political consideration, butshe
kept silent about the ROC''s case; however, during the post-Cold
War the USpolicy toward the ROC''s and the PRC''s cases are
different due to the politicalconsideration not so important.
As to research method, the study appliestheory-confirming
and hypothesis-generating case study and comparative method.
Directed by the case study methodand derived from concepts of
theories ofregime, international system, international
cooperation and public choice,there are two hypotheses
presented to be testified by Chapter Four, Five andSix. First
of all, the thesis is to review the historical background of
theAmerican government''s attitudes and position in the GATT/WTO
from 1947, so asto understand the important role of US policy
about the ROC''s and the PRC''sparticipation in the world trade
organization. Secondly, the author discusseswhy the ROC and the
PRC select the cooperative strategy to enter the worldtrade
organization. Thirdly, as the transition of international
system, the USgovernment adjusts her strategy toward the ROC''s
and PRC''s cases entering theGATT/WTO to increase her interests.
The US Policies proceeded in Taiwan andChina are compared
with the comparative method.
