South China Sea Strategie for the Republic of China on Taiwan / 中華民國南海戰略之研究

Mischief Reef event of the Republic of China.It makes us feel
regret.Although the ROC''s government formulates the policy of
South China Sea and establishes the working teams of the South
China Sea,even sets up the team for handling the emergency
events,but it''s function is limited,thus this paper may offer a
new logic thinking to our government and provide a best possible
strategic action for our government in the deceitful
international politics.The substance of this paper analyzes the
significance of South China Sea for the ROC in terms of
politics,military,economic,energy,and also analyze the behavor
of each respective nation''s strength surrounding the South China
Sea with territorial dispute with the ROC,and deliberate the
influencing reasons for our South China Sea''s strategic purposes
among ROC,PRC,USA,Japan,ASEAN countries.This paper also tries to
design our strategic scheme in politics,military,economic and
psychology for the South China Seaissues.This paper acknowledges
the importance of sea-lane security in South China Sea.For
example,our daily imported crude oil surges to 600000 barrel,98
percent must be transported through the South China Sea(
including 9%passes through the Palawan channel)these strategic
oriqinated from the middle east (67%),Africa(12%),the British
North Sea(2%) and the Southeast Asia(17%).Any strangle of the
sea-lane is the South China Sea may endanger the security of
ROC.On the other hand,if the average daily consumption of crude
oil keeps at the current rate of 67000000 barrel per day,the
earth''s crude oil can only east for 37 years,while 14.3% of
remaining oil reserve are under the sea bed of the South China
Sea.We must understand the importance of the economic
development in the post cold war era,hence our government should
place the issue of the South China Sea at top priority.To sum
up,the ROC must acknowledge the importance of the South China
Sea issue and initiate strstegic planning to protect the
resource within and maintain the security of the sea lane in the
South China Sea.
