The 200 nautical miles exclusive economiczone was set by a lot of countries. The fishing activities of far oceanfishery also restricted by the United Union ocean laws. Therefore, thecage aquaculture was developed to replace a conventional one by somecountries, such as Norway and Japan. Taking the public ocean restriction is getting tough, land sinking problems caused by manual fishery,underground water source salted and a good potential in manual fisheryinto consideration, Taiwan government is thinking of importing thetechnique of cage aquaculture to solve the problems of manual fishery ofTaiwan. Owing to the differences in water quality, climate, wave ofocean with the other countries which are using this technique, so someTaiwanness businessmen invested it during the two past years. It lookslike that no body do discuss it whether it matches their expectation ornot. Take cost into consideration, an invest-return rate is the criticalpoint to those people who want to move to cage aquaculture. Thisresearch will focus on the investment made by the people of Fangliaoarea. In an effort to better understand the promising of this fisheryand to be a reference for the policy made in the futrue, an invest-return rate, the investment environment and policy will be reevaluated
