Analysis of Operating Practice and Beneficial Result for Point- to-point Cross-strait Direct Shipping between Kaohsiung and Xiamen / 高雄港與廈門港兩地定點直航之營運實務與效益分析

that all ocean carriers are striving for. Direct shipping across
strait has been a popular topic in Taiwan and China. After
almost 50 years cut off with each other, the cross strait
shipping finally made its first voyage between Kaohsiung and
Fuzhou / Xiamen in April 1997 via Taiwan''s "Offshore Shipping
center" and China''s fixed sea route direct shipping.The purpose
of this research is the direct shipping business between
Kaohsiung and Xiamen. After analyzing the operating practice and
efficiency, there are some conclusion reached as follows:1. The
commencement of the Offshore Shipping Center has successfully
attracted ocean carriers to switch their Xiamen cargo transit
from Hongkong to Kaohsiung, and therefore increased the total
container handling volume of port Kaohsiung. However, the
principle of "No customs" "No entrance" hinders the benefit of
direct shipping, cargo owners of Taiwan-China trade did not take
advantage from captioned new policy, neither cost down nor time
saving.2. Ships registered in ROC government are refrain from
calling Chinese ports under the existing regulations, only flag
of convenience vessels be allowed, therefore vessel owners in
Taiwan are forced to registered in other countries in order to
step into this potential market.3.Due both the "Agency conflict"
and "Business affair representative" of China are incapable to
execute commercial activities. The competition of Taiwanese
shipping company has been seriously limited. Furthermore,
different local custom regulations and inefficiency inland
infrastructures limited the services scope of Taiwanese carriers
to main ports only.4.The lifting of UGL/EGL, OOCL AND YML at
Xiamen have grown since the Kaohsiung / Xiamen point to point
shipping of 1997. The COSCO that was a monopoly company has
become a victim due to the opening to other countries; it''s
lifting and market share has been significant decline in
1997.5.Take Yangming Line for example, it is much more time
efficient to tranship Xiamen cargoes via Kaohsiung instead of
Hongkong. Use a) market price, b)freight difference between
Kaohsiung and Xiamen of US / European service, c)transhipment
cost at Hongkong as the basic elements for transfer pricing to
analyze the cost efficiency, we found that it is more beneficial
for ship carriers to operate point to point shipping than to
tranship via Hongkong under the pricing basis of US service
freight difference / Hongkong transhipment cost. Ship carriers
that operate simply the point to point shipping result low
economic efficiency due undervalued market price.
