碩士 / 國立中興大學 / 農業經濟學研究所 / 86 / Renovation for the Rural and Fishery Communities, made by the government for improving the entironment in the rural and fishery communities, is a synthetic plan about space disposal. To rally the order for using the lands of rural and firshery communities and to improve the residents'' life, production and ecological environment are the purposes of the plan; however, for the plan, it is more significant to obtain the lands of publics facilities in the communities and to import scientific methods and techniques to re-programs the communities'' systems of public facilities and roads. As a result, the rural and fishery communities can recover their developing vitality, and the discrepancy between the cities and countries will be shortened.
The programs of renovation for the communities has been promoted for almost ten years, and the expenses on the renovation for communities are more then one billion and two million NT dollars. Therfore, we are wondering if the residents support this plan and affirm the benefits the improvement brings with. We intend to proceed the research by taking the "residents'' needs" as the basis for evaluation. This research chooses the Zu-Wei community in Hu-Wei Chen, Yun-Lin Hsien as the example, and builds up monetary beneficial evaluation by using the concept of benefit-cost analyses, and taking the construction cost and the residents'' willingness to pay for the renovation effects as the considering factors. Moreover, it plans to do the non-currency benefits by investigating the residents'' satisfaction toward the outcomes of the programs. By employing this way to do the research , we expect that the benefit valuation of the rural and fishery communities can be more complete and abundant.
The consequence of this research can be summed up as follow:
1.In the aspect of empirical analysis, we use the regressive coefficient and the significant value of single-bound dichotomous choice in contingent valuation method an discouer that the results we get from Probit model and Logit model are very close. From the two models we can see that the variables, such as the expenditure, the number of family member, the time living there, the farm changing the building land, the average of satisfaction in social phase, in economic phase, and in environmental phase, obviously influences the interviewed residents'' willingness ot pay for renovation benefits. That is, if we take the residents'' needs as the main consideration and regard the increase of residents'' satisfaction as an appeal, the renovation benefits will be more profound.
2.While counting the average amount the residents are willing to pay for the renovation benefits every month in a year, the result shows that Logit truncate distribution model points to 6,414 NT dollars when the WTP is restricted to positive. The benefit cost ratio is 1.1549 when the discount rate is under 6.8%. The results show that the renovation benefits the renovation construction brings to the residents are greater than the construction cost; thus, it is really necessary to motivate renovation construction.
3.To probe the residents'' reflections on the quality of renovation construction by using ten marks in each of social phase, environmental phase, and economic phase can derive a synthetic indicator, in which the environmental phase get the highest, the social phase the second; and the economic phase is the lowest. To average the synthetic indicator of the three phases can infer that as a whole, the residents are satisfied with the renovation construction in Zu-Wei.
4.Based on the residents'' opinions and needs toward renovation construction, we can conclude some drawbacks for further improvement:
(1)The residents'' lack of involvement during the process of planning.
(2)The distribution of the lands or the disposal of exchange lacks fairness, and the ration of sharing of the lands of public facilities want legal standards.
(3)The rules of property involvement and the measures of agricultural ecological care are insufficient.
(4)The maintenance and the management after the renovation construction is complete are not enough.
(5)Unable to establish the relative decrees or norms; consequently, it will affect the enforcement of the government rights.
