rs to form an autonomic common resource management organization. Th
e empirical study consists of two cases of San-Ming and Wu-Lai river fish
ery conservation projects. The approach of this study includes the foll
owing three steps. Firstly, we investigate the articles related to the
orems of collective actions and transaction costs in new institutional eco
nomics, then set up theoretical hypotheses. Secondly, we design questionn
aires and make field interviews. Thirdly, we collect local industrial a
nd demographic data, then make statistical analyses to verify the hypoth
eses. From the results of this study, we find the degrees of homogene
ity, closure and demographic stability of a community are effective factors
to form a common resource management organization. According to our
interview and statistical analysis, San-Ming has a higher level of the th
ree factors than Wu-Lai,thus a fishery conservation project in San-Ming is fo
rmed and performed better. Pertaining to the feasibility of common
resources management projects, we summarize two conclusions.1. If a natura
l resource has a lower productivity, it is better to be managed by a common
property regime rather than state and private regimes.2. Having a higher
level of homogeneity, closure and demographic stability is only a necessar
y condition for common resource management; more important, leadership an
d energetic inputs from local elites as well as a support by major reside
nts is a sufficient condition to manage common resource effectively. Key w
