碩士 / 淡江大學 / 歐洲研究所 / 86 / This article attempts to research the foundatin and development
of the North Atlantic Cooperation Council, Partnership for Peace
and Euro-Atlantic Partnership Council and to study the
consultative and cooperative relations between the Baltic States
and NATO after the Cold War. The author thinks that those
institutions mentioned above have been designed by NATO for
enforcing interaction with ex-Warsaw Pact Organization members
and for founding the systematic bilateral relations. They are
also expedient measures against the potential tension caused by
NATO enlargement toward east. Even so, the Baltic States have
gradually established the military "interoperability" with NATO
through participating in joint exercises and Peace-Keeping
Operatios. It also has laid the necessary foundations of the
membership for the Baltic States.
