A Study of the R.O.C'' s South China Sea Strategy in the Post-Cold War Era / 後冷戰時期我國南海戰略之研究

碩士 / 淡江大學 / 國際事務與戰略研究所 / 87 / The purpose of this paper is to study on ROC’s strategy of the South China Sea in the Post-Cold War Era, particularly in the wake of Far East financial crisis.
This paper is mainly based on documentary analysis through an approach of strategic perspective, and is supplemented with “interdisciplinary approach” to attain a macroscopic-oriented strategic study.
The author offers some important findings and suggestions:
1. For South China Sea’s strategic situation: The parties concerned are willing to resolve disputes peacefully. Therefore, no big conflicts would be occurred. Once occurred, the US and Japan would intervene to protect their rights and interests.
2. For political and economic strategies: (1). ROC should lay emphasis on maritime right. (2). ROC should develop South-headed relations with nations concerned, vigorously managing and developing the South China Sea. (3).ROC should develop cross-Strait relations with sincerity and peace, mutually safeguarding the South China Sea’s rights and interests with China. (4). ROC should restore its people’s confidence to look seriously on the South China Sea’s territory
3. For policy-making structure: (1). A forward-looking government should lead a trend, stressing on South China Sea’s issues. (2). ROC government should promote the rank of policy-making on the South China Sea’s strategy to carry out united strength.
4. For military security strategy: (1). Either South China Sea or Taiwan Strait is related to national security. Both military build-up and readiness should be taken closely into considerations. (2). The implementation and enforcement of maritime area and the observation of international rules are facts to indicate ROC’s active role in international affairs.
