Impacts of Hiring Mainland Crews on Native Crews'' Work Conditions and Employment opportunity in Tong Gong / 引進大陸漁工對東港地區本國籍船員勞動條件與就業機會的影響

碩士 / 國立中正大學 / 勞工研究所 / 88 / Since the government allowed Mainland crews to be hired on August 26, 1991, relevant issues of its impacts have been explored in Taiwan. Most of them concentrated on wages and employment opportunity, but the aspects of work hours, work contents and work days are ignored. Owing to Dong Gong plays a key role on the production value of fishing and the quantity of Mainland crews hired in Taiwan harbors, this study chooses Dong Gong as the researching arena to explore the impacts of hiring Mainland crews on natives crews from more extensive point of view.
This study adopts the means of depth interview and questionnaire. Some 75 native crews were interviewed. The characteristic of the types of ship, the quantity of Mainland crews on the ship and the kinds of native crews are employed to detect possible differentiation. The main results by methods of frequency, means analysis, one-way ANOVA, t-test, and the qualitative analysis are the following:
1. Work conditions
(1) Wages
The hiring of Mainland crews raised native crews’
wages, but different impacts appeared by the types of
ship, the quantity of Mainland crews on the ship and the
kinds of native crews.
(2) Work hours
The impact of hiring Mainland crews on work hours is
not obvious, but most native crews agree that hiring
Mainland crews may reduce their work hours. The impacts by
the types of ship, the quantity of Mainland crews on the
ship and the kinds of native crews are not significant.
(3) Work contents
Most native crews feel that hiring Mainland crews may
alleviate their work contents, while some different impacts
are detected by the types of ship.
2. Employment opportunity
(1) Work days
The impact of hiring Mainland crews on the
native''sworkdays is little. And the impacts by the types of
ship, the quantity of Mainland crews on the ship and the
kinds of native crews are not significant.
(2) The quantity of native crews on the ship
The hiring of Mainland crews is the main cause affecting
the quantity of native crews on the ship, especially for
the number of ordinary native crews. However, the impacts
by the types of ship, the quantity of Mainland crews on the
ship and the kinds of native crews are not significant.
