The development of Taichung county''s Hy-Du Power Plant, a policy initiative that encourages the privatization of power plant, produced heated conflicts.
This paper describes the evolution of conflict stages and analyzes the communication mode from various stakeholders in their assessment of danger and risk. In conclusion, a better siting and risk communication strategy is called for in future cases.
