碩士 / 國立中山大學 / 海洋環境工程研究所 / 88 / The ocean provides Taiwan with biological and non-biological resources for fishing, salts, mariculture, energy, transportation, tourism, and various human activities. In addition to its contribution to Taiwan''s economic growth, the ocean has also been used to dilute environmental pollutants and to provide resources for education and research purpose.
Marine environment is one of the most important national resources and is related to the development of this country. However, it is not well protected by an effective and nation wide environmental policy.
Because of the large-scale development, such as industrial zone, landfill for reclamation, sea dumping of refuse, sewage treatment plant, incinerator, play ground and harbor, the coastline of Taiwan, which is totally more than one thousand kilometers has been changed and destroyed rapidly.
Those developed or developing industrial zones, as an example such as Lin-Hai in Kaohsiung, Lin-Yuan, Bing-Hai in Zhanghua, Yunlin Offshore Industrial Estate, Technology in Tainan, are seriously impacting the marine environment.
Since 1991, the government of Taiwan has paid attention to the development of strategical industries such as basic industry, technological industry and intelligent industry, etc. Because of the development of energy base, the detestation of people against the pollutant, and also the rising value of land, the industrial zones have been moved from suburbs to the coastal area, riverbank and landfill for reclamation. In fact, there are over 75% of industrial zones locating on the coastal area, and 52% in the area of Yunlin, Jiayi, and Tainan. Among than, the no.6 naphtha cracker plant of Formosa plastic is the largest one.
This study on Yunlin offshore industrial estate-no.6 naphtha cracker plant of Formosa plastic surveys how to manage and handle the natural resource of the coastal zone located on the termination of the basin which is over drafted, eroded, and easy to give rise to land subsidence and erosion loss. Besides, this study also discusses:
1.Proceeding the use of land with ecological planning for the protection of the sensitive coastal environment.
2.Deciding the most proper scale of development by assessing the factor of environment, society, engineering, economics.
3.Improving the improper usage of coastal area that is less developed by combining the new concepts of city development and rebuilding the coastline, and increasing the value of land utility.
It is hope that this study can help our government to plan or to replace the development of coastal zone, provides the investor with assessment of investing risk, and will be helpful to protect the oceanfront environment, keep the economics of Taiwan growing.
