A Study on Safety Management and Operation of Ro-Ro Passenger Ships / 駛上駛下客船運務安全與管理之研究

碩士 / 國立海洋大學 / 航運技術研究所 / 88 / The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), as amended in 1995, came into effect on February 1st, 1997, and its conditions have been implemented since August 1st, 1998.
The Seafarers’ Training, Certification and Watchkeeping (STCW) Code, Part A, Mandatory standards regarding provisions of the annex to STCW convention, Section A-V/2, has already ruled mandatory minimum requirements for the training and qualifications of masters, officers, ratings and other personnel on board ro-ro passenger ships engaged on international voyages, total five training items for specify persons as following,
1. Crowd management training, for master, officers and other person designated on muster lists to assist passengers in emergency situations.
2. Familiarization training, for master, officers and other personnel specific duties and responsibilities.
3. Safety training, for personnel providing direct service to passengers in passenger spaces on board.
4. Passenger safety, cargo safety and hull integrity training, for master, chief mates, chief engineer officers, second engineer officers and persons assigned immediate responsibility for embarking and disembarking passengers, for loading, discharging or securing cargo or for close hull openings.
5. Crisis management and human behavior training, for master, chief mates, chief engineer officers, second engineer officers and any person having responsibility for the safety of passengers in emergency situation.
A potential risk is existing, will probably cause lost of human life, wealth and pollution circumstance, due to Taiwan Strait ugly sea condition, special construction of ro-ro ship, substandard and or eliminated ro-ro ships were introduced, continuous casualties happen on ro-ro ships at various seas and seafarers can be exempt from above mentioned trainings as flying between Taiwan and vicinity islands are internal line.
This paper contents are followed items of mandatory minimum requirements for the training and qualifications of seafarer on Section A-V/2 of STCW Code, and will provide a teaching material reference to education units and or trainer.
