Transit-Oriented Development-Applications for Tanhai New Town / 大眾運輸導向之都市發展策略--以淡海新市鎮開發案為例

碩士 / 國立臺北大學 / 都市計劃研究所 / 88 / Automobile-overuse has caused serious air-pollution, traffic congestion and insufficient parking lots as well as the unlimited urban sprawl. Therefore, there is a new growing international movement, "New Urbanism", which seeks to reconnect transport with land use and in particular to establish transit-oriented development where higher density, mixed land use areas built around high-quality transit system provide a focused urban structure that can help provide higher-quality living environment. This study focuses on Transit-Oriented Development (TOD) strategies, discusses the theoretical framework and analyzes the cases in Singapore and San Francisco in order to reveal the essence of TOD and application issues. Local applications of TOD strategies in Tanhai New Town are assessed by scenario analysis.
The research first discusses the essence of sustainable development, which is relevant to environment, the inter-relationship between transit system and sustainable development, the theoretical framework of TOD and implementation measures. It then explores important issues of implementing TOD concepts by showing two successful cases, which are new town development in Singapore, and BART in San Francisco Bay Area. Implementation strategies based on the concepts of sustainable development are proposed for Taiwan urban areas, while livability, viability and convenience are taken into consideration. These strategies can ensure Taiwan urban areas to achieve the objectives of high living standard and sustainable development.
Finally, this study takes Tanhai New Town as a case study. Based on sustainable development, special geographical environment around Tanhai New Town and its current developing situation, the critical issues for implementing TOD are discussed, and a set strategies of implementing TOD are constructed. Moreover three scenarios with different levels of TOD strategies are created, i.e., high level TOD implemented, medium TOD implemented and low level TOD implemented. Influential factors in those scenarios are analyzed and evaluated. The evaluation result shows that high level TOD implemented scenario is the best in consistence with sustainable development as well as high quality, highly efficient transportation.
Based on this study and case studies, major key points can be concluded as followings:
1.TOD strategies can efficiently alleviate traffic congestion in urban areas, and create a high quality urban landscape, improve quality of life based on the concept of sustainable development.
2.In order to building up a fundamental of sustainable development for both urban areas and rapid transit system, Taiwan urban areas need to take a positive action to rehabilitate urban transit system, and implement TOD policies.
3.Rapid transit system development provides great opportunities to reform urban appearance, also in terms to reduce the dependence of automobiles, while the development should be considered with land use and urban development strategies in order to achieve the sustainability environmentally, economically, and socially.
4.Before constructing rapid transit link to Tanhai New Town, feeder bus system should provide service for transit passengers .
5.This study has shown that the lack of appropriate provision, the lack of legal financial mechanism, and policies influences are considered to be the major factors contributing to the obstacles of implementation TOD strategies. All of these issues are worth of future study.
