碩士 / 義守大學 / 管理科學研究所 / 89 / As we know, corruption might cause the inefficiency of government administration, and moreover, it might damage people’s confidence toward a country. Therefore, every country has been focusing on improving the performance of policies against corruption. This paper first reviews the history of Taiwan’s anti-corruption policies, and then compares the differences among various anti-corruption programs in different countries, including Hong Kong, and Singapore. Finally, through a well-designed questionnaire, this paper analyzes the effectiveness of the policies against corruption in Kaohsiung Customs in Taiwan.
The summaries of our findings include the followings. First, most of people ever heard the anti-corruption policies from mass media, such as TV and broadcasting. According to the results of our survey, examining, evaluating, and auditing sections in customs are more likely to have corruption. Moreover, the reason for bribing custom officers is trying to reduce the formality of custom clearance. Second, more than 60% of the interviews believe our government has the determination to exterminate corruption. However, the promotion of the relevant policies is still insufficient. To sum up, the results of this paper could help the policy makers to set up better anti-corruption programs to get rid of corruption, and hence increase the efficiency of administration.
