A discussion on Shanghai becoming a international financial center in the future / 上海未來發展為國際金融中心之探討

Intending to become the next international financial center of the Far East, Shanghai, the biggest city and business harbor of China, has been developing Pudong New Area and furthermore combining the development of Yangtze River Delta Through investigating the economy environment of Shanghai and the developmental process of its finance market, this study tries to analyze the developmental potential of Shanghai and its defects and weakness at the present time.The content of this thesis is divided into six chapters. Chapter one is the introduction. In chapter two, the history, definition, types and functions of so called financial center are clearly explained, and relative literature and the advantages and disadvantages of international financial center to its mother country are discussed. It also covers a discussion about the conditions for developing financial center and the index for evaluation. A brief introduction about the main financial centers in the world, the processes of their establishment and various advantages of each center is included.Chapter three is a general discussion about the overall investment environment of Shanghai. Besides the introduction to the historical background of economic development of Shanghai and the information about its geographic location and the local culture of the people living there, the current situation of Pudong New Area is also explored. The advantages that Shanghai has in various aspects are discussed in the last part of this chapter. In chapter four, the most representative banking system, money market, foreign exchange market and stock market are described as examples for the discussion of the financial situation and the degree of financial deepness of Shanghai. Chapter five mainly covers the conceptions of development of Shanghai, present circumstances of foreign investment and the defects that Shanghai has. It as well discusses the positive and negative impacts to Shanghai resulted from China joining WTO and possible countermeasure to deal with the impacts. In the last section, the twelve conditions set by Guo-Shu, Liang the former president of China Central Bank, in 1994 are used to evaluate the possibility that Shanghai becomes a international financial center. Chapter six is the conclusion which states the findings of this study and summarizes the suitable scheme for developing Shanghai in the present phase.This study concludes with the following findings. First, although the economy of Shanghai grows rapidly, the quality of it is not as good as it seems. Second, the present finance system of Shanghai is not well-developed, and the structure of the finance market is not reasonable. Third, Shanghai local government still places a lot restrictions on foreign exchange and investment. Fourth, the investment environment, such as administrative efficiency and laws, has improved gradually. Fifth, after China joins WTO, there will be great impacts on Shanghai''''s finance. Nevertheless, the benefits is still greater than the disadvantages. Besides, joining WTO will help Shanghai become a international financial center. Sixth, Shanghai local government needs to enlarge the scope of the service in finance market and increase types of markets. Seventh, because professional financial personnel is what lacks the most in Shanghai, a large number of people should be trained for qualified financial personnel. Eighth, generally speaking, China government has set a goal to establish Shanghai as a international financial center since 1992. Although Shanghai has been developed rapidly, and many achievements have been made in many aspects, the quality of Shanghai''''s economy is not high. When Shanghai really competes with other international cities in the world, many defects in its finance system will be revealed and exposed. Therefore, Shanghai should speed up and deepen its reform, raise its ability for competition and compete the establishment of making connections to the world so that Shanghai in the future would have an advantage in the competition for the international financial center.
