In the exclusibve ecnomic zone, the coastal State shall have the exclusive tright to construct and to authorize and regulate the construction, operation and use of artificial installations. The coastal State shall have exclusive jurisdiction over such artificial installations and structures, including jurisdiction with rregard to custome, fiscal, health, satety and immigration laws and regulations. Artificial installations do not possess the statud of islands. They have no territorial sea of their own, and their presence does not effect the delimitation of the territorial sea, the exclusive economic zone or the continental shelf.
The Assembly of IMO has adopted a series of resolutions dealing with guidelines on management procedures to ensure the safest possible operation of ships and maximum attainable prevention for marine pollution. These have culminated in the International Safety Management Code (ISM Code),which was adopted in November 1993 by resolution A.741(18).
