The Study of Influencing Taiwanese IC Makers Choose to Build Up Overseas Wafer Fab Site / 影響台灣晶圓製造業建立海外生產據點決策因素之研究

碩士 / 國立臺北大學 / 企業管理學系碩士在職專班 / 89 / The technologies and products of semiconductor manufacturing have been playing important roles in the arising of personal computer, the revolution of Internet, the popularity of portable devices, and the widespread wireless communications that have been expanding since 1970s. Therefore, the thesis is going to focus on discussing the factors, which influence those Taiwanese IC makers, how to choose the bases of overseas wafer Fab sites.
Those domestic IC makers continuously in seeking overseas manufacture Fab sites in past decade. In 1998, UMC (United Microelectronics Corporation) merged the 8” Fab of NSC(Nippon Steel Corporation) in Japan. Furthermore, UMC cooperated with Hitachi (Hitachi, Ltd.) in constructing a 12” Fab in Japan, 1999, then built up another 12” Fab in Singapore by joint venturing with Infineon (Infineon Technologies) and Singapore Economic Development Board Investment Pte. Ltd. By 2001. In addition, TSMC (Taiwan Semiconductor Manufacturing Company) bought back the shares from its partner in 2001, and controlled the most competitive 8” foundry company — WaferTech (WaferTech L. L. C.) in USA. Besides, TSMC also established SSMC (System-on-Silicon Manufacturing Company) with Phillips (Phillips Semiconductors) in Singapore. No matter is UMC’s overall arrangement in Japan and Singapore, or the stepping out of TSMC, both evidence that IC makers will place more and more importance on building up the overseas wafer Fab sites in the near future.
Those Taiwanese IC makers who constructed 8” wafer or even more advanced Fab overseas will be the center of this study. By associating the articles and reports of the macro-environment of semiconductor in Taiwan,“Waterfall Theory”, and the conditions which affect the choice and final decisions, to form the whole study. The structure is composed of four dimensions: industrial policy, stages of industrial development, resources and the partnership of strategic alliance. The whole structure is considered as the conditions, which will influence those IC makers when making decisions on building Fab sites overseas. Those four dimensions in accordance with the characters in practice come to a standard of decision making, which could become an important reference for companies when implementing the related decisions in days after. The theoretical structure will accompany with specific company profiles, press releases, reports and interviews to complete the case study. Moreover, the standard will be applied on feasibility analysis, develop the propositions and conclusions, to integrate the model of decision-making of IC makers when choosing overseas wafer Fab sites.
The semiconductor foundry business in Taiwan has advanced to the incomparable position over the past two decades’ dedication. There are couples of criteria that a company should consider while executing global arrangement: the infrastructure of the country, tax rebate of remit, political status, environmental protection policy, and business cluster effect etc. Besides, the company should also choose the location that closest to the market, and meet the customers’ requirement to enhance competitive capability. In addition, we would like to suggest the ruling government to support the companies both on investment and research field, provide tax rebate and investment benefit, enhance the laws and regulations, improve the efficiency of administration, and above of all, train high-tech human resources progressively. In that way, the semiconductor business would be developed permanently here, and Taiwan will become the real “Green Silicon Island” of the world.
