碩士 / 國立臺北科技大學 / 土木與防災技術研究所 / 89 / Sewer system is a necessary public facility of a modern city and an evaluation index of national competition. There are harmful and disgusting items in sewage. If disaster occurred, it may influence environmental health and cause infection and hindrance of water resource utilization.
At 21st September 1999, the largest earthquake disaster in this century occurred in Taiwan causing extremely serious injury and death. The damage of public facilities and buildings was also countless. Fortunately, the Chi-Chi great earthquake did not happened in urban area with dense population. Otherwise, it may lead to terrible damage. However, because Taiwan belongs to a region with rather frequent stratum activity and locates in a zone where typhoons and storms are formed, earthquakes, typhoons, and floods often attack it. Moreover, narrow area and mass population, frequently undergoing construction, and overlapped facilities lead to foundation disaster like crust collapse and engineering accident as well as gas disaster from system itself. Therefore, related disaster prevention mechanism should be set up as soon as possible to reduce damage.
Up to June 2000, as the most prevailing domestic area of sewer system, piping network and treatment plant have been completed in Taipei City. Based on the requirement of disaster prevention and damage reduction, it is keenly required to further study the disaster relating issues. This Paper will take the sewer system of Taipei City as an example, will refer to the relative journals of domestic and overseas, will focus on qualitative research, and will initiate from system management to study the disaster response action of public sewer system and facility examination and repairing technique. Also, damage prevention as well as quake resisting and prevention of pipeline to strain its structure performance will be studied. Besides, this paper will draw up the reduction of flow overload and branch flow discharge to insure the transport function of sewer system. Further, to increase the efficiency of disaster alarm, automatic system will be planned and built up. Then, the public sewer system disaster and damage will be minimized to the least.
