A study on the Seafarers’ Education System in Japan — In comparison with Taiwan / 日本商船船員教育制度之研究-兼與台灣之比較

碩士 / 淡江大學 / 日本研究所 / 89 / As is generally known, 71 % of the earth''s surface is covered by sea, which is the origin of whole life. The sea has also been used for transportation, fishing industry and recreations for a long time. It will be used even for living space. Transportation is indispensable for human beings because natural resources and people are unevenly distributed on the earth, and marine transportation is the most important method of all. Seafarer is not only the “origin” of sea transportation, and it also be seemed as the three main elements which is ranking with vessel and cargo.The development of the seafarers’ education system in Japan has taken place over 120 years. During the 19th century, special schools for seafarer cultivation were designed. Furthermore, “Institute of Sea Training” and “Marine Technical College” (institute of vocational education) were established each in 1943 and 1945. We can say that Japan is one of the most advanced countries in Asia. The purpose of this dissertation is to explain the process and the current situation of seafarers’ education system in Japan, also find out the comparison with Taiwan in order to suggest out possible application to Taiwan’s situation in the future. The paper is presented in the order below:1.Introduction.2.Thesis Background and Literature Review.3.The history and the contents of “International Convention on Standards of Training, Certification and Watch-keeping for Seafarers 1978” and the 1995 amendments relating to the annex of it.4.The process and the current situation of seafarers’ education system in Japan.5.The process and the current situation of seafarers’ education system in Taiwan, inclusive of the comparison with Japan.6.Conclusion.
