碩士 / 淡江大學 / 拉丁美洲研究所 / 89 / Taiwan seems to need political allies, due to mainland china diplomatic siege in the international arena, and the Caribbean region need economic help to develop, therefore there is ample room for mutually beneficial exchanges, and for the establishement of an economic foreign policy. But many in Taiwan object to the use of "hard-earned" national funds to "buy" foreign allies, and others seem to consider quite useless (for the development of Taiwan) the political and international support of "micro states" allies and call for direct negotiations with mainland China. The national trends seem to go against the use of huge sums of money to support diplomatic efforts in the Caribbean region.
This dissertation tries to discover the model to understand better the correlation between the use of foreign aid and the strengthening of political ties between Taiwan and the Caribbean countries, by analysing the case of supporting Taiwan’s membership in the united nation. The objective is to transcend common sense analysis and discovering some correlations between relevant economic and political variables in the Taiwan - Caribbean relations.
This research adopt a mixed theoretical framework with these concept: national interests, foreign aid, decision making process, and social exchange theory. The methodology uses as data historical facts, and economic and politica facts, and try to use an analitical aprroach and correlations to establish a model of interaction among the relevant variables selected. It is important to establish ties with foreign scholars in the target-countries, and to gathered more data about the foreign policies of those countries: a trip to those countries will help to open new channels of information, and also to make the reality of Taiwan better known though conferences.
The analysis shows:
1. The relevance of supporting attitude of Taiwan’s membership in un and the Taiwan-Caribbean diplomatic relations.
2. The relevance of using foreign aid and economical assistance and the consolidation of diplomatic relations in Taiwan-Caribbean relations.
3. Base on the social exchange theory, the project of supporting Taiwan''s un membership is a case of exchange between Taiwan and its diplomatic allies in the Caribbean.
4. The case of supporting Taiwan''s un membership is using in the cases of joining other international organizations as an operative model.
5. Foreign policy is made at the highest political level with limited bureaucratic imputs, the attitude of the decision makers will determine the policy decisions and choices.
6. The desire of economic development in the Caribbean states gives the extent of dependence on foreign aid. The objectives of aid demand shapes the foreign policy decision making in those states.
