碩士 / 淡江大學 / 拉丁美洲研究所 / 89 / In 1982, President Reagan proclaimed the Act Caribbean Basin Initiative(CBI) to provide preferential trade to the countries in the Caribbean.The Act was to attract more foreign investment to improve the Caribbean economic situation and to prohibit the International Communist from influencing this area..
After 1990, with the decline of the International Communist, USA diverted its benifit of the Caribbean Basin from the politics to the economy and country’s security. The funtion of CBI became the part of regional integration of USA woking for it. The Caribbean Basin Trade Partnership Act of 2000 --(CBTPA) was regarded as an amplification and a retification of CBI. It was USA’s forigen commercial policy to the Caribbean ,and it would also be a preparation to create the Free Trade Area of the Americas (FTAA) in the furture .
USA has always played an important role in the regional integration of the Americas. USA understood that the Caribbean would be an obstacle for FTAA till the success of FTAA.
USA is a country of realism.The reason to help the Caribbean is that USA wants to make it’s businessmen get more markets and to maintain its predominance of hegemony.Therefore,the benefit of the country is above all things, USA concerns the Caribbean and pays attention to anti-drog, illegal migration ,the development of regional economy and the democracy of the Caribbean.
