Exploration of the Impetus Mechanism of Community Development Organization:Taipei and Shanghai / 海峽兩岸城市社區發展組織之機制探討:台北及上海個案

The purpose of this research is trying to identify the possible differences on community development and the actual operation of those communities between Taiwan and Mainland China after fifty years of various political ruling styles. From this study, the researcher observed the community organizations and the managerial system of both parties. The findings can provide a solid background for future interactions and development. In this study, four major categories concerning the community development of Mainland China in the 1990’s were observed: systematic ruling, strategic planning, organizational design, and managerial operations. One phenomena was found that the two parties varied from the basic ruling system while Mainland China emphasize on the “top-to-bottom systematic ruling”, the communities in Taiwan, on the other hand, applied “democratic bottom-to-top management” on community development and regional constructions.
Two major cities, Taipei and Shanghai, were chosen as the target for case studiers to identify the differences and similarities. Two main differences were found in this study: the residents in Shanghai relate their daily lives closely with their communities at all time because of the political influence from the communist party;, however, most residents in Taiwan were only treasured by the communities or the government during elections; From gender aspect, some females in Taiwan may share the responsibilities in the work force while male stile dominate the society, however, women were highly focused in Mainland China through “Jye Dau Ban Shr Chu”. Most community workers in China are female through our interviews.
After the comparing the two cities, the researcher would urge that Taiwan authority should pay more attention on communities. Provide more capable manpower, fund, and better managerial system to fulfill the local needs and community development. With the support from the government, residents can upgrade their living standard and enjoy better lives in the communities. This policy, connecting the government, the communities, and the people, may better serve the residents than just provide the service for winning the election.
