Study of Urban Planning & Conflict Resolution during Review Process – Citing Chiaositongyuan Hot Spring Creak Design Project as An Example / 都市規劃與審議過程中衝突化解之研究─以礁溪湯圍溫泉溝細部計畫案為例

碩士 / 國立成功大學 / 都市計劃學系碩博士班 / 90 / The object of urban planning is to improve the quality of living environment as well as generating systematic, balanced development of the various administrative districts. Therefore, when a certain district is selected for implementation of urban planning, such project should be well received and supported by the local public. Nonetheless, the process of urban development may only benefit a few while the general publication would not feel the benefits thus yielded. Consequently, the public would question the fairness and credibility of the project, entailing extreme concerns and scrutiny. Particularly with the establishment and execution of urban plans which concerns considerable impact and re-distribution of social resources, public conflict and protests are inevitable. On the other hand, excessive contention not only delays project execution, it would also affect overall urban development, and further consume unnecessary social cost, leading to social disorder and instability. On account of the above, it is of imperative significance to seek out and employ mold for resolving conflict, shorten and minimise the time and cost required in the process of urban plan as well as to have subsequent efficacious execution of such projects. The study cites actual projects personally participated in to examine the resolution model and attempts to propose appropriate, suitable resolution procedure. The results may be used for references in the state's mediation of conflict as well as for future improvement.
