The Study of Special Operations in the Conflict on the Taiwan Strait / 特種作戰在台海戰爭中之研究

碩士 / 國防管理學院 / 國防決策科學研究所 / 90 / Compared with other wars in the 60’s, the required capabilities and its significance for special operations today are more complicated and advanced. The development of high technologies, together with advanced tactics and combat techniques, has greatly enhanced the combat effectiveness of special operations. Since the start of the revolution of military affairs on both sides of the Taiwan Straits, China has sharply reduced the number of its ground forces, though the quantities of special operation and ground forces have been dramatically increased. In comparison, faced with the changes of military strategies, our special operation forces have been downsized, which has more or less affected our national security.
Compared with other tactics and techniques, the study of how to use the special operations is less explored in our armed forces. In the scenario of the conflict on the Taiwan Strait, special operations, which are an agile, rapid, and effective ways to fight, can be employed defensively and also be used in offensive operations. Since the Gulf war and the war in Afghanistan, the U.S. has deployed special operation forces to accomplish many hard and impossible missions that conventional forces cannot do and thus alter the outcome of wars.
The combat effectiveness of special operations has increasingly played an important role in the military situation on the Taiwan Strait. In their recent military exercises and field maneuvers, large scale triphibious simulated attacks against Taiwan are used in conjunction with special operations, and China views her special forces as an effective tool to attack Taiwan. Based on the requirements of national security, how to conduct the war outside its territories to lower the damages to the lives and properties is a question that needs serious consideration. This thesis will analyze and compare the relative capabilities, deployment, and future development of special operation between Taiwan and China, so that the influence of special operation can be elaborated. As special forces is a crack unit in our armed forces, how to use the characteristics of special operation in military strategies, and strengthen the deployment of special operation forces to demonstrate our deterrence is an issue worth of study and analysis. In doing so, we not only “know our enemies” but also defeat them.
