Technology Transfer of Micro Tunneling Method in Taiwan Sewerage System / 台灣地區污水下水道短管推進施工(含材料)技術移轉之研究

碩士 / 國立高雄第一科技大學 / 營建工程系 / 90 / Technology transfer is one of the most economic and fastest ways to introduce new technology so as to upgrade the technical level of the whole country. Thus, it has been widely adopted in many either developing or developed countries. In Taiwan, the micro tunneling method was one of the techniques which were introduced through technology transfer. In 1995, the method was firstly introduced by a civil contractor for a Taipei sewerage project, and thereafter, it was widely used in Taiwan area.
This study focused on the receiver side of the technology transfer and the research was designed to examine the companies’ structure, their behaviors, outcome of the transfer and the factors, which affect the transfer. Sixteen contractors, which are currently using micro tunneling method and ten material suppliers, which are supplying pipe materials, were selected for the study.
Based on the analysis of the survey results, it is concluded that (a) the potential foreign equipment suppliers always promptly contact local contractors directly or through local agent, (b) most local material suppliers obtain the information of foreign suppliers from professional magazines or other media, (c) the transfer is mainly conducted through procurement of equipment and includes equipment installation, operation, and maintenance, (d) the technical problem which contractors encounter during the construction is always solved by the local contractors or through the collaboration with local experts without any foreign assistance, and (e) locally manufacturing of the equipment is not cost-effective due to the small market size. Finally, it is suggested that government should establish a sewerage research team to introduce new technology so as to facilitate the transfer of new technology related to the sewerage works.
