The costal zone includes sea field and land field results in high interaction between sea and land. It is belong to environmental sensitive areas. The coastal zone is gradually damaged in unrecoverable manner result from human uses increasingly the coastal zone. The international starts to pay more attention on the coastal zone management. However, there is no international powerful or regular framework on the coastal zone management. The related conventions only have concept or proposed measures. The more completed strategy for the coastal zone management was proposed in the Agenda 21 passed by United Nations Conference on Environment and Development (UNCED) held in 1992. It forms the tendency of the coastal zone management. The sustainable development is as the aims. The method is integrated coastal zone management. It becomes the reference basis for coastal zone issues in each nation.
The cases of our coastal zone increased gradually. In addition, the mechanisms of coastal zone management in our country included laws, administrative organization, control tools or decision-making systems are in disjointed incremental. It results in the hard issue for the coastal zone management in our country. Therefore, establishing the integrated coastal zone management mechanism via reviewing the problem of our management mechanism and referring the international cases is an important issue.
The problem of coastal zone is different with each nation. Each nation has different management mechanism. Several nations such as Japan, United States, Mainland China were as the examples for reference in this paper. This is unique problem in the coastal zone of our country. We cannot follow the coastal zone management mechanism of each nation. It must be comparable to our national situation. Therefore, it is operable in our country.
To solve the hard problem of coastal zone management in our country was proposed in this paper. The first step is to pass the coastal law and related regulations to establish and integrate the law regulation of coastal zone. In administrative mechanism, our country is planning the government re-engineering. It is proposed to create the Ministry of Maritime Affairs. To establish coastal administration is recommended to in charge of the coastal zone affairs in our authority. The future tendency of the management mechanism for the coastal zone in our country is to create specific law, establish organization and operate in match of control tools. It is necessary to achieve the balance between development and conservation in order to achieve the target of sustainable development of coastal zone.
