Leisure fishing is remarking our fishery as a burgeoning industry and now is a demand in traditional fishery transformation and marine tourism for society. Combined leisure fishing with recreational fisheries will help to enhance the overall fishing village district vitality and driving the creation of wealth and prosperity. The research adopts comparative method of social science. Analyzing a vision for the past, present and future in leisure fishing to achieve a sustainable development, is making it. The summary is as follows:
(1)Only 231 leisure fishing boats are running currently. The rate is 30 percent of the quote 697 leisure fishing boats. It should be aware of practical problem between supply and demand.
(2)The Council of Agriculture is planning 21 Century Agenda. The agenda includes water field multi-development goals, transformations and Fishery Administration keeps strategic alliance with recreation fishery. These have greatly revealed the fishery department put their full behind leisure fishing.
(3)The management of leisure fishing for our country is primarily based on “Leisure Fishing Management Regulation”. The methods may be adjusted if they are released for the need. It should cooperate with the activity of marine leisure fishing.
(4)The fishery revision draft will be added from the original three to nine items in order to well specification. It marks that the government is growing concerns on leisure fishing.
(5)Nowadays, within the limit of nature environment, operating, and institution, it will hinder the development of leisure fishing should be resolved.
(6)There is great potential on the leisure fishing for the possibility situation for now and future with SWOT analysis. However it should be aware of itself shortness and existing threatening to establish the goodness of entertainment fishery sustainable development.
(7)The Council of Agriculture and the Ministry of Transportation and communication is engaging in a coordination joint engine” fishery & tourism report” to become the top decision maker to deliberate the future developing strategy of marine leisure fishing and solve the present problem periodically.
(8)The “fishery & tourism report” has called for ten meetings. The units of fishery and tourism have the same consensus in fishing right, water territories, the share of ecological resources, leisure fishing boats getting into yachts management, port open multi-function, watching whale, safe and other activities. Now the units have a plan for coexistence and co-glorious in developing Taiwan marine tourism activities to ensure the sustainable development.
(9)World Tourism Organization made the announcement 2002 into Sustainable Ecology Tourism year. In a move of leisure fishing and will also give consideration to environment, resources, biology and meet the vogue of deep ecological tourism.
(10)Planning effort is being made for the sustainable development of leisure fishing in the 21century.
