碩士 / 國立海洋大學 / 應用經濟研究所 / 90 / The resources depletion of coastal and offshore fisheries are getting worse in Taiwan, thus to establish fisheries resources management system is main task among stakeholders. In this study, we interview fishermen and apply simulation tool to examine the feasibility of imposing the community-based co-management and setting closed fishing seasons on the North-east coastal fisheries in Taiwan, and their potential impacts on fishery sustainability. In practical, lessons from other fishery countries, who apply community-based fisheries co-management system imply that can improve the program effectiveness and feasibility, and consequently, the implementation cost can also be reduced. Through questionnaire of Keelung, Nan-Fang-Ao, and Gong-Liao fishermen, the survey results indicate that, in general, they response closed fishing seasons are important(70.9﹪), only 0.9﹪thank it is not important and 28.2﹪are neutral; Though majority of them accept the plan of setting closed fishing seasons(67.77﹪), while different among areas as Keelung(50﹪), Nan-Fang-Ao(82.2﹪), Gong-Liao(57.5﹪) respectively. Finally, this study show:(1) fishermen recognized that a well design policy for fishery management should consult fishermen’s views, while they prefer the government play the role of program supervisor and manager; (2) fishermen association can help to fishermen’s common consensus, which is useful to carry out fisheries co-management;(3) simulation results show that apply closed fishing setting with fishery co-management is more effective than apply closed fishing seasons only. These reactions can contribute to the establishment of a future policy for the government, which can achieve more economic efficiency and resource sustainability, and also can comply with international regulation or resolution.
