A Study on Operation Safety and Risk Management of Fishermen in Taiwan / 我國漁民作業安全與風險管理之研究

碩士 / 國立海洋大學 / 應用經濟研究所 / 90 / Occupational accident is a serious problem in any country with fishery. We also have the same problem in Taiwan fishery. In order to increase the working willingness of fishermen and improve their benefits, analyzing the causes of occupational accidents in fishery and bringing up proper preventive strategies is of great urgency for now. The purpose of this study is to use the questionnaires and secondary data to analyze current situation and causes of occupational accidents in Taiwan fishery. And based on the risk assessment theory to quantify the risk of fishermen operation and provide risk management strategies. The empirical results of this study are as follows: First, although the occupational accidents aren’t very frequent in Taiwan fishery, the consequences of the accidents are often more sever than other industries. Secondly, the most exposed body parts are hands, feet and chest. Hauling(shooting) of the trawl stands out as the most accident prone activity. There were 50﹪of investigated fishermen lightly injured and sick in the past year, and about 20﹪were severely injured in the past five years. Falling into the sea and the unidentified causes are predominate causes of death and missing of fishermen. Lastly, the counties which have most casualties are Kaohsiung city, Pingtung county and Keelung city. The counties with the highest risk value are Changhwa county, Keelung city and Kaohsiung city. The government should base on these results to decide the priority of preventions for the occupational accidents in Taiwan fishery
