港灣業務費率對船舶進出港行為之影響-台中港個案研究

Port services operators, by making use of port facilities, provide various kind of services for ships calling the port and charge reasonable fees on ships calculated on the port charges rate set up by port authority who designed the port charges following the principle of benefit received.
Many factors influence the appropriateness of port charges, such as cost, ability to pay, benefit received, profit, policy, stability and competition among ports. Moreover, port charges can become an important means to improve port operating efficiency.
The major purpose of this study is to investigate how ships'' tendency to enter/depart the port to be affected by the changes of port charges. The details are including analysis of the reform of dockage charges collection system and the change of collecting additional charges for night-hour working section. Data collected for the research are derived from the database recording ships'' enter/depart Taichung port, which are classified into four types including container ships, bulk grain ships, tankers (chemical ships included) and general cargo ships. Statistical methodology, chi-square test, is used to conduct the data analysis.
The study finds out that port charges are the important factor to affect ships'' tendency to enter/depart the port; all ships are affected by the change of dockage charges collection system. Except for tankers (chemical ships included), the other ships'' tendency to enter/depart the port is significantly affected by the change of additional charges collecting system for night-hour working section.
