Carriage by sea always plays an important role in the development of world economy and trade. Ocean shipping, however, would be affected by meteorological phenomena that beyond our control and failed factors of human being. Undoubtedly there are certain risks on voyage, and sea disasters could cause serious casualty and loss of property. Similarly, abundant resources in the sea are polluted dramatically by spill of oil and chemical cargoes. In view of the above, it is obvious that carriage by sea is closely related to human lives. Under such circumstances, to improve the safety of carriage and to prevent sea pollution not only become the spotlights all over the world but shall be a responsibility of every one.
The more frequently the sea transportation executes, the more possibility of accidents that may occur. Fortunately, owing to that human technology makes positive progress day by day, and to the ideal of global environment protection, salvage has been practiced and possible. Meanwhile, the reduction of casualty can also be deemed as a great contribution to lives, property and precious sea resources.
It must never be forgotten that casualties occur usually without warning and that a prompt and effective response may be required anywhere in the world. Generally speaking, there are three levels to prevent serious accidents from happening frequently. First, relevant precautions shall be put in order efficiently. In addition, contingency plans and handling procedures must be completed precisely and expeditiously. Furthermore, to mop up the final parts of the salvage and to hold inquests on the overall performance shall also be emphasized.
This essay is particularly focusing on the comparative analysis of our local salvage system and that of other modern countries. By applying the research consequences to practice can we obtain some conclusions and make suggestions. It shall be my best acquirement if this research could provide some references pertaining to the reduction of salvage loss to this Industry.
