However, as the isle is featured for its geographic position of only a few nautical miles away from Mainland China, it used to be so-called “the frontier of anticommunism”, and was enforced battlefield management in the past decades. Ever since Kinmen was released from martial law in 1992, fishing boats from Mainland China invaded the sea area of Kimmen to do all kinds of fishery activities using electric shocks, bombs etc. These brought perform threat to Kimmen and struck at Kinmen’s fishery production and resources. In 2000, two regulations were put into practice —“the regulations of constructing emerged isle” and “the regulation of trial policy for the direct transportation between Kinmen-Matsu and Mainland China”. With the operation of these two regulations, people can import fish directly from Mainland China. This becomes another impact on Kimmen. The fishery management and development of Kimmen influenced deeply by political changes, and it is important to have immediate study on how to adjust the managing strategy.
In addition to discussing the problems that Kinmen is facing, this study also collects “the regulations of constructing emerged isle”, some other concerning laws and regulations, meeting reports and comments, and regulations of Mainland China fishery. Besides the subject of managing and developing the fishery industry in Kinmen, we have conducted a survey to collect comments and suggestions from people at Kinmen. The survey is firstly concluded with two analyses — percentage and factors analysis. Then, the result is further analyzed with SWOT along with strategy combination in order to map out the developing goal for the fishery management at Kinmen and the adjustment of the related strategies as well as operation.
To examine the analysis of the survey and to deliberate the practical environment, we find it important to take strength of the concerning regulation of the subject and the convenient location of the isle to obtain more business opportunities, to avoid treats and to reduce any inferiority. Thus, we suggest that Kinmen’s fishery development should be guided to the following directions:
1.To develop recreational fishery business
2.To emphasize the importance of the environmental ecology and resource cultivation
3.To highlight the product distinctions and to elevate the appended values
We also suggest that the counseling to be positioned to the following aspects:
1.To counsel business transformation and to create permanent business opportunities
2.To develop recreational and ecological tourism
3.To R&D the extra processing and to build up brand names
4.To promote “management fishery”
In order to carry out the above-mentioned goals, we suggest that the promotion of the future strategies should be head to the following directions:
1.To accelerate manpower cultivation to upgrade professional techniques and skills
2.To accomplish the proposal of establishing three fishery ports — Hsinhu, Fukwodun and Louchu
3.To elevate the capabilities of the fish boats and the abilities of fishermen’s explanation competence so as to develop tourism fishery
4.To proceed investigation on Kinmen sea area environment and to put into practice the installation of artificial reef and the exile of fry
5.To develop fry breeding and other local piscicultures
6.To ban people from violating regulations
7.To improve the freshness of fishery product and to develop extra processing and marketing
8.To study unique marine creatures in the sea area
9.To execute the greenish activities and to expedite the enriching plan for fishing villages
10.To counsel the fishery businessmen with information collecting and to reinforce the services
