Relationship between jurisdiction of Taiwaness waters and fisheries development--An analysis of fishing vessel smuggling / 論海域執法與漁業發展之關係-以台灣漁船走私分析為中心

To effectively ban illegal fishing, smuggling, electrical fishing, and bombing fishing, this study aims to improve marine jurisdictional system with analysis of fishing vessel smuggling cases. The results of this study are as follows:
1.Taiwan is surrounded by oceans with coast line of 1653 km.
As the east coast is full of cliffs and rocks, population is small, traffic is inconvenient, smuggling and steal crossing are rare, while these illegal activities are more frequently found in the west coast of Taiwan.
2.More illegal activities were found in the areas from Fuquei Cape to Tocheng, Ilan, because there have a lot of ports, boats and suitable geographic factors in these areas.
3.As the northeastern coast is close to Taipei metropolitan, smuggling and steal crossing are more frequent.
4.To prevent the illegal activities as mentioned above, several recommendations are as follows:
(1)Increase the checking of suspected fishing vessels and fishermen
(2)Intensify marine jurisdictional system special in intelligent information collecting
(3)Educate the professional members keen in marine criminal identification
(4)Increase the understanding of regulations and laws
(5)Increase the cooperation and communication with other agencies
(6)Educate vessel-maintaining technician and radar monitoring technician
5.Goal of jurisdiction agencies in the future
(1)Enhancing intelligent information collection
(2)Establishing database of fishing vessel which involving
illegal activities
(3)Enhancing professional training
(4)Purchasing hi-tech equipments
